IC increases resources of a province? thats new to me, thanks. 1% of base resources per factory is not that much though.
Anyway, what does (not doing) the great purge have to do with moving industry to siberia?

The purges make it harder to not lose many provinces, thus making industry transfer a more sensible course of action.
