Does the Great Power Alliance penalty not apply to the AI?

So I'm fighting a war against Austria as Byzantium in 1.5 here. Now, Austria is already allied to Russia, which counts as their one Great Power.

HOWEVER, during the middle of this war, Lithuania, a rival of mine, magically allies Austria. Russia is still their ally.

This means that Austria now has two Great Powers as allies. Does this mean the AI can still form multiple alliances making them untouchable but the player cant, or is this more along the lines of a bug? If it's the former then that's not a good thing.

Edit: To be clear, Austria is #3, I'm #4, Russia is #2 and Lithuania is #13

Does Lithuania have a -25 opinion penalty towards you due to competing great power? If they don't, they're not a great power.

They do, I saw it in the opinion modifier.

Nothing applies exclusively to players. Tag switch and check out their modifiers if you don't believe.

I should probably add that this is an ironman game and thus I cannot "tag switch" to check it out.

that -100 is easily overcomable especially as austria. harder to maintain

If Lithuania is #13, then they're not a great power. Only nations rank 10 or up are great powers.
