Does the Great Power Alliance penalty not apply to the AI?

So I'm fighting a war against Austria as Byzantium in 1.5 here. Now, Austria is already allied to Russia, which counts as their one Great Power.

HOWEVER, during the middle of this war, Lithuania, a rival of mine, magically allies Austria. Russia is still their ally.

This means that Austria now has two Great Powers as allies. Does this mean the AI can still form multiple alliances making them untouchable but the player cant, or is this more along the lines of a bug? If it's the former then that's not a good thing.

Edit: To be clear, Austria is #3, I'm #4, Russia is #2 and Lithuania is #13

Does Lithuania have a -25 opinion penalty towards you due to competing great power? If they don't, they're not a great power.
