Does the distance between worker homes and the workplace matter?

It does and doesn't matter lol In terms of people actually going to work, I don't think it matters. I think they will go as far as they need to to get to work. However it does matter for traffic. Because obviously having a ton of people traveling across the whole town to get to work will cause some major traffic issues most likely.
Cause remember, in C:SL each person has a unique house and job they will always go to unless it gets destroyed or the person dies. So if your jobs are on the opposite side of your city from your residential there will consistently be traffic going back and forth.

I just wish there were commute times so this can be seen better and gives a better visual clue as to how your traffic is moving.

But you can't do anything about which workplaces your Cims choose to work in. You could put industry and offices near each district and they still might all choose the furthest, as there is no apparent penalty to them that they might factor in.

And I wish that commute times affected worker happiness.

Yes, in real life some people do commute 100km to go to work. Workers should definitely be willing to commute across the entire map if that's the only job they can get. But it shouldn't make them just as happy as walking one block to get to the office.
