Does the Comintern exist in 1936?

The USSR focus tree has a NF titled "The Comintern" in the Anti-Capitalist Diplomacy branch. I thought Comintern exists as a faction in 1936, but the existence of such focus would point to it being only created later. It also makes sense in a way, because if USSR goes Anti-Fascist instead, they'll probably want to join the Allies instead.

So does the Comintern exist in 1936? And if it does, what does the focus do?

the focuses for allying with the west or germany will probably dissolve the comintern
