Apart from specific events regarding the historical outcome of WW2, is the AI really capable of creating a strategy? Just adding the numbers, deciding who is weaker and who is stronger, where a specific enemy is weak and where they are too strong and then decide who and when to DOW and where to strike?

More or less. Once I Dowed Germany as SU and Spain and Portugal immediately joined the axis - looks pretty realistic. And Germany always estimates its chances of success before launching Barbarossa or Sealion.

But it does not go much further. Especially the diplomatic AI is deeply flawed. Finland for instance rejects a white peace by Soviet Union because it managed to do some advance in soviet territory - totally unrealistic. Basically it only takes in account the territorial gains and not the relative strength of the countries when negociating peace.

Also it doesn't seem to know when to take VP provinces. I made a hands-off game as Switzerland in '44. Soviets were almost surrounding Berlin (controlling 3 neighbouring provinces), and Berlin was empty, but still they decided not to take Berlin, but instead headed for Austria.

Totally realistic.

They were obviously more interested in creating more Soviet puppets before the "big surrender". :p

Well it doesnt really formulate what is a good country to declare war on or anything but in the ai files you can see how it does certain things.

For example when doing coastal landings the ai has a list of criteria such as
-avoiding fortifications
-bad beaches
-garrisoned beaches
-beaches with adjacent provinces that are garrisoned.

It also had target criteria for which provinces are very important typically these are;
Berlin
Moscow
Paris

Sadly i havent seen other important provinces listed in its targets which is something i am trying to mod in.

It cant outsmart you as such, it is only a reactive ai, it cant anticipate what the human might do, although if you were planning an invasion of a country it would simulate the anticpation by lining its troops on your border, but it only would do this as a reactive measure to you also lining troops on its border.

You would think that an overall strategy would be the starting point for an AI. I'm playing a USSR game and have seen some weird things happening. Including the US bypassing Japan/Europe -twice- and just invading Nationalist China (Japanese Puppet) and Communist China (USSR Puppet). Also, the USA DOW-ed me as the USSR, even though I had a massive army and it was just a month or two after I defeated Germany and the Allies defeated Italy thereby concluding war on the Axis powers. It is now two years later and the US still hasn't attacked me directly, although it did mess up Commie China pretty good until I decided to help out. Furthermore, they have researched all nuclear techs, but haven't built a single nuclear reactor, allowing me to build nukes earlier than them despite starting later.

If it is really the case that the AI can determine which beaches to land on, but then invades the wrong country, then what the heck is up with that? That makes no sense...

Thats happened once or twice on mine, i think its something to do with the US has been told to basically hate the Soviets, i saw this in one of the files, it might be being actioned inapropriately because it was written properly.

Furthermore, they have researched all nuclear techs, but haven't built a single nuclear reactor, .

Ai has specifically been told not to build reactors (FACT) , i had to mod this in, but its difficult to get the balance right.
