The only way the AI "gets smarter" when it's closer to you is if you 1) make it your vassal and micromanage its units and 2) you're better at controlling units than the AI.
I can't imagine any game, ever, that holds back on its AI in this particular fashion. Making even a decent AI is pretty hard, so if one does so why deliberately write an inferior one?
