Does the AI ever make trade deals with one another?

I'm pretty sure the AI does use the galactic market as I see prices change like crazy but d or can they trade with each other

If one AI has a ton of consumer goods but is hemorrhaging alloying due to a loosing war. Their peaceful neighbor has a good stockpile of alloys but (for some reason) needs consumer goods. Can they trade directly without using the galactic market

So often I see AI Empires MAXing out of some resources so their production of them is pointless while failing to rebuild their fleets fast enough because they are waiting for them to produce alloys.
