Does the AI even convert cultures anymore through the steward task? (I don't own Royal Court)

As the title says, anyone know if the AI even bothers anymore with converting cultures through the steward?
I don't own Royal Court, so I can't hybradize with other cultures. That's why I often now play with highest culture convert speed as it was generally lowered.
So, while I spam my own culture in my conquered territories, I noticed newly placed vassals don't do it anymore.
Tested it via character switching - even outside my own realm most of the AI either does development or tax collection via it's steward. I didn't check any single ruler on the map, but aside from my own culture spam I didn't notice any other regions in really changing in culture.

Anybody can confirm similiar observations?
Be it with or without Royal Court.

With like 3.000 hours playtime in ck3 I know that. :)

What I mean is:
Before Royal Court when I would plant a same culture vassal in newly conquered territory and culture convert the capital of him/her, normally the newly vassal would help spread my own culture.
Nowadays it seems like the AI is busy with spamming "cultural acceptance" (which I forgot to mention above). Like the AI is trimmed to hybradize cultures, but as I don't have Royal Court, the AI doesn't really know what to do.

Also before Royal Court there was significally more culture converting by the AI even outside my realm: For example, byzantine vassals conquering north africa meant, there would occur greek culture in north africa at least in some places while now this doesn't happen at all in my games.

Unrelated question, how do you have 3000 hours on Ck3 and not bought royal court yet? I got bored by the base game after like 25 hours, and royal court made it a little more interesting atleast, Just curious

There's an extra requirement for AI culture conversion nowadays, as compared to pre royal court.
The culture also need to have a cultural acceptance below a certain amount. I don't remember the exact number through.
Since cultural acceptance will increase over time if cultures are adjacent (which is also a requirement for AI culture conversion) there's generally only a limited time for Cultural conversions if you don't do enough other stuff to keep the acceptance down (including culture conversion).

The AI might also try raising cultural tolerance instead based on their personalities and random chance, but I don't think this is tuned towards forming hybrid cultures but rather towards solving the problem of unhappy provinces instead since a high tolerance also helps with that.

AI wont convert if the acceptence is equal or above 50 unless it is parent of the hybrid culture.
Since the the acceptence will decrease if it is above the baseline, (if it is 10% above baseline, then it drops 0.1 per year)
unless the baseline is high, (hertiage=20, language=10, ethos=10, faith=5~30 eg. max 70),
or you have many county (by percentage, max 0.5) or vassal(max 0.5) of that culture, just have some county adjacent (0.05 per county, max 1) not always can reach that point.

Short answer: I'm a dumb addict!

Long answer:
I sometimes take a break and play hoi4 or Skyrim, but I don't get tired of doing shenanigens in ck3 - in vanilla reviving zoroastrian Persia or hellenic Rome. And with mods and more old faiths I love to do a celtic pagan campaign or like now reviving Avaria with reformed Tengri. I love to manage my dynasty and do to "weeb stuff with mods from the site I can' mention here".
I own every hoi4 DLC, but none for ck3 - as they never interested me or outright were wrong in my opinion.
I would have payed for culture hybradizing only, I hate what I have seen of Royal Court so far.
Northern Lords is uninteresting as Norse are even without it fairly overpowered.
And the Iberian struggle mechanic doesn't appeal to me.

The AI these days only converts if you have 50%+ tolerance and their culture is in their capital, which is basically set-up to help spread hybrid cultures.
