I have seen a whole country being captured and what happened after that? Nothing! Absolutely nothing. They just stand there. I would like to see rebels actualy do something like putting a communist regime or something.

You can get parts to secede if there is a revolter defined for those provinces.
Otherwise, you seem to be right.

However, I've only seen revolters when I've deliberately provoked them by running up my dissent.
Revamping/improving the whole domestic political model would be awesome, but I wouldn't expect it till like 1.10

If the rebels really had control of a whole country, the game should have created that country as a new nation. For that to happen, rebels don't even need all the territory, just the minimum core provinces as defined in the db/revolt.txt. For example:

A single rebel unit in Kabul is enough to create Afghanistan.

But if Afghanistan exists, then rebels occupying all of Afghanistan's territory don't seem to really do anything.

Yeah, duplicates are not possible. Though most large countries have more than one possible incarnation. If large parts of Germany are overrun with rebels, you'd get either the FRG or GDR, for example, likewise the UK with Scotland, Wales, various colonies, etc, or the USA with the CSA, Texas, etc.
I guess if you want to have more possible revolters, you could incorporate one of the new nations mods.

In any case, I agree that I'd like to see a reworked domestic/partisan model for the next incarnation of HoI. The partisans are too easily crushed or neutered and never amount to much, even though in reality they were a huge problem.
Part of the problem of the current model is the ridiculously low chance of partisans popping up in the first place. Most players never leave the comfortable levels of zero dissent and may conquer the entire Soviet Union without once having to deal with a single partisan unit. The partisan uprising percentage and their impact on TC is perhaps a bit too abstract, too. We should see the results of partisan activity without having to wait for a huge unrealistic uprising. Garrison troops left behind don't even have to do anything.
How about instead of having to wait for partisans to pop up, the garrison troops actually have to patrol the country they are occupying and if they haven't shown their faces in remote provinces for some months, it automatically reverts to the rebels? That way you'd get a more realistic occupation experience since the occupier will have to pour patrolling troops into the country to keep it from rebelling and may eventually be forced to just focus on the industrial and logistical centres and leave the remote areas under the control of the partisans.
On the other hand, partisans also shouldn't be that easily encirlced and crushed. Perhaps when a partisan unit gets destroyed, its manpower should flow back into a 'partisan pool' for the occupied country, out of which new rebel units are created.

Isn't that what the anti-partisan/suppression mission is for? I tend to deploy garrison units with a province gap between them so they both influence the adjacent province. Would that be good enough to just leave my units like that or would I have to have units in *every* captured province once every several months?

I've never really had issues with TC and partisans... but then again I do go out of my way to suppress them and I do maybe overbuild my Industries a bit.
