More important is what exactly is going to be on that focus tree, and how viable it really is. In a 1939 scenario you're essentially doomed, unless you either get extremely lucky or are able to use various exploits. All things being equal, Poland cannot beat Germany in 1939.

1936 is obviously different, and I would be curious to know exactly what a unique national focus tree would include for Poland. Would it not just be flavor variations of the generic tree? Poland's strategic options are extremely limited, as even in 1936 I do not see how it is feasible for her to defeat either Germany or the Soviet Union in a conventional war.

Personally I find it very strange that China doesn't have a unique national focus tree by default, and yet Poland apparently has one as DLC.

Actually Poland has a lot of interesting moves it can make from 1936. It can basically aim to join any faction reasonably. Poland also played a big part in Hitler's opening moves by refusing Stalin access and leaving Czechoslovakia out to dry. Poland is really interesting because it is at the border between the West and the East, so whatever side it picks it will be on the frontlines.
EDIT: All of this has been discussed on the mod thread.
MORE EDIT: Plus Poland kept fighting even after losing the war, and made a bunch of big contributions to the allied victory, like breaking the enigma 'code' and stealing prototype V2's so they could be reverse engineered.

Here's hoping it's miscommunication, or just graphics, because I like Paradox's existing DLC/Funding system just the way it is. If it is true I might not buy it because, a) there's already a mod being planned to give Poland it's own tree, and b) I don't want to encourage Paradox to keep trying paid National Focus Tree's.
