Does Ottoman Empire only get excellent rulers?

In 1444.11.11, Mehmet II is 12 years old and has no heir. I've had some right idiots pop up as his heir.

I must have mixed that up. Anyways Mehmet II got an awesome heir early on then

I still think Ottoman only get good rulers.
My new ruler 5/4/3 has a heir with 6/4/5 stats. How's that possible that I never get bad rulers as Ottomans?

You were just lucky. I had one decent heir with the Ottomans but he died before ascending to the throne. All the rest were bad after that :/
