Does Micro-Telekinesis Work?

I've researched this technology, but I haven't seen any benefit from it. Does the "greatly aiding overall research" apply only to Psionics or does it apply to all
techs? What am I missing here?

Its supposed to be a 30% increase to research, though I do not know if its working.

As far as I can tell at the moment it gives a flat 5% bonus to all research (you can tell this from looking at the research bonus for a tech tree you haven't built any labs for). I don't know if it is supposed to be higher but from it's fairly low location in the tech tree I would suspect not.
