There's a few factors probably at play here.
Firstly, and probably most importantly, is your court limit. All those kids were likely sired before Basil hit whatever limit is in place for his court. One of the effects of an oversize court is a brake on fertility. By the time your children married, your own courtiers would have been breeding, and it does not take long to hit a typical cap of 30-40 (depending on tech and some other effects).
Secondly, have a look at their traits. They may have ended up with education traits that reduce fertility (basically the learning ones), Chaste, Homosexual etc. Also check their spouses as it takes two to tango.
And lastly, the focus you've chosen may also be having an effect to boost Basil's fertility to higher levels than they have. Unlanded characters don't get any chance to choose one; a ruler that selects Family or Seduction (even without actually seducing) gets a fertility bonus and may get events that help.
Your best way to encourage grandkids is to hand out a County to your child. That will put them in their own court and allow focus selection and ruler events.
Note that Court Limit is a game rule that can be turned off, but it applies to ALL rulers, so does have the effect of rapidly increasing the character count in the world and may cause performance issues after a generation or two (avoiding this is the reason it exists at all).
