Does high autonomy have any effects beside the modifiers?

With high enough autonomy, will provinces start building their own stuff just like the colonies?

No, high autonomy only lowers manpower, tax and production.

Wouldn't that involve programming a personal treasure and AI for each province? Seems like way too much work for EU4 though I can see it as the kind of change that would involve a lot of recoding and optimization...maybe a potential major feature of EU5?

Do it by event with a low odds of probability and maybe only for low level buildings: 'province x has constructed improvement y to aid it's citizens' or something like that. Isn't there already an event like this where you get free temples?
