Does Germany always back to France in 1936 now

I've been playing as France and I will always tell Germany no when they finish the Rhineland focus as because my goal is to get that early war with Germany. Every time I've done this they have always backed down for the past ten times or so. Is there something that happened in a patch or something?

I think you have too many divisions / manpower in the field. I tested this last week and i had to disband 8 of the smaller divisions before Germany would reliably dow me after I put pressure on them with denying the remilitarization of Rhineland.
