There was non in real life. Only the Germans gave a guarantee of neutrality, which of course they didn't keep. In game Britain always did. Probably a Game balance thing?
Maybe there's no need for a guarantee in this game, might be balanced out with the world tension mechanic? Attacking a neutral country should cause a sharp increase in tension I presume.
