Does Free Haven's immigration pull modifier do anything?

The tooltip makes it look like it's doing nothing?
In fact the tooltip makes the Free Housing modifier is having no effect too.

Is it the tooltip, or the modifiers that are broken? or am I simply misinterpreting it?

So if immigration pull were the flat 117.6, it'd create immigration of 1.47?
But my immigration pull is actually 205.8 (after applying housing & free haven modifiers)? Resulting in an immigration of 1.69? Approx. a 15% increase?

I wonder how that combines with Corvée System...

Regardless, that tooltip is rubbish.

It doesn't combine with Corvée System - the two civics are mutually exclusive. I also thought it would be cool to try and stack immigration modifiers but sadly this particular route is closed off.

The rest of it is opaque, but immigration pull depends on emmigration from other planets so you can't link the trait directly to a population growth amount. It depends on how attractive other empires are to immigrate to.

The species in question doesn't have Nomad.
Rapid Breeders, Communal, Conservative, Deviants, Fleeting.

I was trying out an Authoritarian Xenophile, with the intent of making the alien pops into slaves & preventing their growth. (so any refugees I receive will become slaves, and immigration will boost the growth of my native pops)

Hence my interest in understanding the effects of immigration modifiers.
