I noticed that when u switch the ideology of a country to fascism or communism or democracy their flags appears to change, but is this only a case for the majors or does every minor also have 3 different version of flags?

If I remenber correctly I have seen atleast Finland change flag when it became fascist. So there might be and the changes are usually quite small.

I doubt it's every country in the game, but I don't think it's strictly limited to just the Majors. At some point in the future I expect all of the other countries in the game to have variants added, it seems like that along with unique national focuses will probably proliferate to the rest of the game.

Finland and Greece are confirmed. Remember that Paradox already has flags for most nations with different government types from Victoria 2 so I see no reason why this change won't be applied for all countries in the game.
Especially taking into account the small amount of countries compared to Victoria 2.

Yeah, it won't be that hard to add a couple dozen of flags in, since Victoria II made most of the job.
In Victoria II, there were FOUR flags (Communist, Fascist, Republic and Monarchy). Where it's has been said there'll be just three?

I assume you will still have four:
Communist
Democracy
Fascist
*Neutral
*Not sure which flag symbols will be used for these... probably the historic for countries that weren't aligned to the major factions.

At least in Victoria 2 pretty much every single country, including those really obscure ones that don't even exist during "normal" gameplay (I'm looking at you Babylon...), have different flags for republics, monarchies and communist+fascist dictatorships so I doubt they'll just drop those from HoI4. Basically just copy+paste.

I believe even Bhutan's flag changed when it turned into the Purple Dragon Empire (or something like that...) so I'm guessing that all the countries have their own flags. A lot of them I bet are just the same flags from Vic II so it probably didn't take too much work.

I expect it to be every country. EVERY country in Victoria II had at least 3 flags (some had more, one extra for monarchy). There are fewer countries in Hearts of Iron IV than there were in Victoria II (no German minors).
We know that countries such as Finland, Norway, Greece, and even Bhutan's flags change from ideology. If even small Bhutan can change their flag, I think it's safe to say that all countries get changeable flags.
At the same time though, Bhutan is Daniel's favourite nation. It could be a matter of Bhutan just being the mascot of Hearts of Iron IV more than anything, which would also mean that Albania gets its own flags.
Jokes aside, we saw France, Spain, China, Siam, Greece, Netherlands, Finland, Bhutan, Bulgaria, and Sweden have flag changes so far. With this pattern, it is safe to assume that every nation will have a flag change, because playing as minors and changing governments and allegiances is kind of a selling point of the game.

Like I said, it would be extremely lazy of Paradox not to at least copy the different flags that already exist from Vic2. Anything more than that is of course up to grabs.
I'm pretty sure that way back when it was Johan vs Daniel and the Comintern was fully defeated, the Japanese player puppeted Tannu Tuva (turning them Fascist), which also changed their flag. If they even have bloody Tanu Tuva change flags, then they're definitely having every country change flags.
