Yesterday Steel mentioned that you you could just extract the Hoi.exe from the new patch (backing up your original of course) and use it with CORE 0.83. Does that still hold?

I just made a fresh install of HoI + 1.06 + 1.06b + CORE 0.8 + CORE 0.83 in that order and it works just fine. At least I suppose so, maybe the CORE mod has overwritten something in the 1.06b patch or simply just doesn't benefit from it, but I have been playing a few hours now without noticing anything odd.

I would be surprised about any problems. Of course not all changes of 1.06b will be effective since they affect events which are not loaded under CORE. But none of the changes listed seemed big enough to me to cause any trouble.

How does the 1.06b change flak power? Does it change the tech effects, or just the battle math?
CORE used different Tech effects for Flak.

well its a 10% penalty for every unit above 4 but only for air to air so naval/tac/strategic bombing is not affected if you clear the sky of enemy fighters first that is.

we probably have to do some major rebalancing.

How update HoI with CORE?

I have 1.06 + 0.82. If I want to change 1.06 to 1.06b must I to deinstall HoI and to install 1.06 than 1.06b than CORE 0.8 than CORE 0.82 or I can to install only 1.06b patch?

I'm playing 1.06b with CORE 0.83 right now, it seems to work just fine. I imagine a few aircraft related things will have to be rebalenced but it certainly doesn't crash or cause anything really odd to occur, at least not that I've noticed so far, started this game in 1936 and I've made it to late 1940 right now playing as Japan, works well enough for me. :)

It seems to work ok

I'm playing 106B C.O.R.E.083 England June 1940 no major complants.The scripting for South Africa's forces could be worked on. Both Canada, Australia & New Zealand are moving their forces. I'm impressed so far.
