Some HoS's reduce beligerence while at peace, such as Hitler who reduces it by .5 each month. Releasing puppets nets you -1 beligerence per province released, and I believe you will lose a small amount of beligerence simply by being at peace each month, with I believe your government type having an effect, i.e. democracies lose it faster, but it's still only like -1 a year, but I may be getting that last one confused with Victoria.

Liberate nations from your conquests. Lowers belligerence a great deal (at the cost of 5% dissent and what small amount of resource/IC/manpower you are gaining from the provinces. Added benefit of reducing your TC load. You can also give away provinces to your allies I think, but Im not sure this reduces belligerence.

Ways i know:

1) Time (very slow)
2) When you're beaten up (SU is often 0 or a lot of beligerence in my games)
3) When you release nations (1 bel per province)
4) others.
