Does banning slave trade halt sale of organics?

As an egalitarian empire RP dictates I should be banning the slave trade, but I like to buy the pops (Buying and freeing them because I am benevolent).

If the resolution to ban the trade passes, does it prevent the sale of organic slaves? Or is it still an option, but those who use it are in breach of galactic law?

If it is the first, I feel like that is a bit silly. There would undoubtedly still be a black market for slaves. Perhaps this could be shown in a large increase in cost to purchase/free them?
