Yes, -5% consumer goods. That's what, 20 factories if you are USA, so that you can upgrade a turkish airport? lol.
I hope someone makes a mod to declare war on Turkey whenever they ask for investiment from you. The cost is ridiculous, I feel like invading them.

I'm not certain what determines what options you get but you can also get the option to build civs or mils for them with a chance of between 1-3 of them at a slightly higher PP cost.
