There seem to be a multitude of factors that affect how much RP is gained - the year, how westernised the conquered country is, how much territory is taken, how many RP/day you're gaining (it seems to scale directly), how long since the last conquest... there doesn't seem to be any documentation on this topic that I can find.
 
As I recall, it was just a set number of points per state conquered, multiplied by the "RP from conquest" modifier from military reforms. I don't think population, literacy, or anything else had an impact.
 
I can say with absolute certainty that RP are awarded in terms of "days of research", but it seems to me like there's definitely more to it than a flat rate per state... maybe it's just circumstance?
 
Note that until you get your first military reform that grants a bonus to RP gain from conquest, it's rather pathetic. In other words, rushing to conquer the neighbors ASAP isn't necessarily the best solution. Unfortunately, it takes decades of sitting there and watching the grass grow until you get that first reform. Meanwhile, the West is adding your neighbors to their spheres of influence, so your options keep shrinking.
