Even though he was retardedly anti-semetic, I figure he was one of the Nazis who seems to have at least been intelligent and somewhat rational. He did a good job running things in Bohemia/Moravia, in the sense that he didn't kill a ton of people and kept production going, standard of living high and so on.
However, he's a pretty unimportant guy as far as "ministers" in HoI go, he doesn't register. He's also not a military leader, so unless you see him hypothetically becoming Minister of Security...
