Been playing for a while and I found sortie quite useful for helping me win close battles, especially when I play a minor power and need to squash those rebel stacks that are larger than my forcelimit.

However, I've have yet to observe AI use it. Of course, it could just be that AI only use it under very strict conditions, since from I understand, a failed sortie = instant province capture, thus open to player baiting and exploitation.

At first glance no. Thats probably why sortie is a feature given only to those who purchased AoW, wouldnt make sense otherwise.

Sortie will be used mostly against 2 regiment spam in MP.

I have not seen the AI using sorties even when I had a low morale 0.1 stack sitting on a province. It could be that the AI is only programmed to do it at an extremely high fort level but I haven't been bothered to test it out.

It also doesn't seem like a failed sortie loses you the siege. The troops that survive just return to the fort making it a decent option.

I left a single stack of arty on a level 5 French fortress at full strength for a year, no sortie :D

Player can use it tho, even in real battles. I turned a key battle around when both sides had a slimmer of morale left by adding my garrison to the fray.

well, you don't return to the garrison if you get wiped.
