Confirmed. The AI is using sectors. Just scanned its planets and got a good number of "managed by sector" penalties. Good stuff. Dunno about the sector contribution tax though.The reports on this are conflicting.
Some AI planets do carry the "Managed by Sector" Divergence penalty in tooltips for pops. Wich implies they do.
Last time I took over a AI in a MP game, it did not have any preset Sectors. But that might be a "taking over" action.
However, it would make little sense for me to enforce sectors onto them:
The AI is already as dumb as the Sector AI on a Empire Level. And everything about Sectors is about helping the player/playflow with large Empires.
Fallen Empires and Awakened Empires don't use sectors, but normal empires do use sectors once they get big enough to need them.

And they only start with 5 Systems (2 for Materialist). Wich means they can conquer 5 Systems (8 for Materialist) before they need to consider sectors.
I have to again point out that I did not see any sectors when taking over an AI in a MP game either. It could just be that the sectors are cleared when ownership of hte Empire switches.They do not use sectors even when they go over the Max Core Systems limit. I once used the console to switch to a Materialist AE that had conquered around 30 systems. It had no sectors, despite being at double their Max Core Systems.

If that holds true for AE: Very interesting.
I am not sure wheter that is a oversight (awakened and fallen empires are not of the type default empire, so they might have the sector code bug out).

AE snowballs like mad. Played on a huge map where FE awakened with no challenger. Took about a 3rd of the galaxy with just a few wars. +700k fleet vs the unbidden max 200k. Utterly rediculous.Or intentionally - so they actually get slower at snowballing the bigger they get.
