The reports on this are conflicting.

Some AI planets do carry the "Managed by Sector" Divergence penalty in tooltips for pops. Wich implies they do.

Last time I took over a AI in a MP game, it did not have any preset Sectors. But that might be a "taking over" action.


However, it would make little sense for me to enforce sectors onto them:
The AI is already as dumb as the Sector AI on a Empire Level. And everything about Sectors is about helping the player/playflow with large Empires.

Confirmed. The AI is using sectors. Just scanned its planets and got a good number of "managed by sector" penalties. Good stuff. Dunno about the sector contribution tax though.

Fallen Empires and Awakened Empires don't use sectors, but normal empires do use sectors once they get big enough to need them.

I suddently understood why the FEs fell in the first place ;)
The seceords made them withdraw into a managable small system :p

They do have 5 of every repeatable technology. Wich propably includes the increased Core World count.
And they only start with 5 Systems (2 for Materialist). Wich means they can conquer 5 Systems (8 for Materialist) before they need to consider sectors.

The sectors are not cleared. Not sure about how AI do sector management but switching to what was a player empire still had sectors showing.
