Does AI overuse justifying war goal or improving relations?

I have noticed that AI recently started to justify war goals "manually" and tries to improve relations for no reason whatsoever.
Some of this has been addressed in the recent open beta (1.12.8, as USSR tried to be BFF with Romania). However, USSR, Germany, Italy (and even China) still use these functionalities, which cost them PP, even though they do not necessarily need them (or they could achieve the same result by completing focuses).

What do you think? Have you noticed something similar as well?
(I mostly play historical, regular difficulty and ironman - so I would like to know, if this happens on different settings.)

Yes. AI wastes pp horribly which causes them fall behind in decisions and advisors/staff/companies. What makes it worse is that often improving relations have little meaning in the game. Mostly focuses set direction of the relations where it is needed and war dictate more which faction each nation joins.
