Does the A.I. build CIVILIAN complexes? Supreme Ruler Ultimate had the problem that the AI could only build complexes on a region that already had a complex in the beginning of the game, but not in a clear region. Furthermore, it never built CIVILIAN complexes. I want to know if the AI of SR Cold War does build them or not...
