Does a Daimyo contribute to the strength limit?

I released a subject with 12 development. Logically I have -1 strength limit of losing the province (0.1x12=1.2). On the other hand, a normal vassal would avoid such a penalty. As it would contribute by +1 to the strength limit. Considering the additional 10 percent:
Vassal gains total strength cap of 4.2:
1.2 (from development)+6(base of each nation)-3(for being a subject)=4.2
Adding the extra would give: +1.42 and my loss is 1.2. But in the game, when releasing I lost 1 unit at the strength limit leaving me with such doubt.

In short, as a shogun I tested the release of a daimyo and only lost strength limit. Before, I thought it was worth like I did other times in the game. Such understanding is important , even more so if we play with Ashikaga who has the idea "Reform the Shogun - Shugo System" that increases vassal force limit contribution.
