Does 1.3 supports new levels of sprites?

As in the topic I would like to ask you all modders does HoI2 v1.3 supports new sprites levels? A friend of mine would like to create some sprites but he doesn't know is it worth his efforts.

Does anybody found some info about that or maybe checked by yourself?
