The ToT seems like it increases the number of revolters, but that is only because by that time (1606 I think) Russia usually has kicked around the Khanates and maybe absorbed Pskov and Ryazan and possibly Crimea. So if the disturbances are bad enough to cause a civil war each of those would most likely break away.

No, possible revolters are set as part of the original scenario data. The ToT is just supposed to be a lot worse than normal revolts or civil wars.

Well that's is what I kinda meant , but obviously I didn't clearly say that.
