The ToT seems like it increases the number of revolters, but that is only because by that time (1606 I think) Russia usually has kicked around the Khanates and maybe absorbed Pskov and Ryazan and possibly Crimea. So if the disturbances are bad enough to cause a civil war each of those would most likely break away.
