I must be honest and say that i find this piece a bit too contemporary, and generic sounding. It's not that it's bad, not at all. It's just that HoI for me always deliver a better atmosphere if accompanied by classical music.
From this song I imagine a bad, evil tyrant cackling as he watches his super bad army march below him...
Love it. I always put the HoI songs onto my PSP and listened to them while I write or played other games even! Its great music, and I do not know whether I should be suprised at the modernisation of it. (Though HoI3 seems its being modernized.)
