Do you get units when a country cedes territory?

I think it should depend on whether the annexation of territory was full (the whole state) and also if it were peaceful. Should get a percentage of supplies and equipment but not troops in most circumstances. Annexation of Austria was full and peaceful (enough for gameplay) and so Germany should get everything, whereas Sudetenland shouldnt get the soldiers, since theyre sworn to the Czechoslovak armed forces and would likely be of slavic culture anyway.

Vichy France was a kind of middle ground in that the new government supported the Nazi regime (to some degree) and so perhaps equipment stored in the south (places where fighting never occurred) would transfer to Germany, and perhaps its armed forces too. This is easy enough since its an event that forms Vichy France, and not a normal annexation of territory in the engine as for calling for peace would give

I personally would like the ability to capture parts of their fleet, completly RNG based and also part of their equipment (for a future patch/dlc).

Well, for ships in HoI II PI implemented kind of a 'die roll' when a province was occupied by an enemy power with a percentage chance that naval units got conquered. As a result part of the ships left port, keeping their nationality while the conquered ones changed flag and became subjects to the conqueror. This was notably the case with Dutch ships when playing as Germany. The mechanism was available to all nations. A similar mechanism would be nice in HoI IV as well.

Other events of mention were the Munich agreement which hsitorically allowed Germans to leave the Czech army they had been pressed into. They then joined their fellows in the Sudetenland. Ingame (HoI II) this gave some manpower to Germany if i remember correctly. Apart from this there were no historical or ingame equipment transfers. Occupation of mainland Czechoslovakia also gave a tank division and quite some manpower to Germany, representing the historical 244 captured Pz 35. This was scripted. In HoI IV, only the tanks in terms of equipment should be handed over as well as a number of 'army equipment' now being used - along with some manpower, too.

During gameplay planes just disappeared when their airbase was overrun in HoI II. This could be changed into parts conquered/fleeing/destroyed.

Generally spoken a (small?) percentage of planes, tanks, equipment, ships and other assets should become available to the enemy while the rest would partly be kept by the original owner or destroyed, respectively. This may be handeled either on a province or region basis.

Do I get units when a country cedes territory via diplomacy?
When I annex western Tschechoslowakia or Poland agrees on giving me Danzig will I get the tanks, equipment or ships that are stationed there as the country doesn´t exist anymore or they lost all their ports?
Or do these units disappear and are turned into "resources" or do I get nothing at all?

I don't think so. Unlike in Victoria 2, units in HoI3 are not tied to provinces, and if someone conquers a province the troops from that area won't transfer to the new owner as they did in Vicky2. In that game, manpower and brigades are permanently tied to provinces and states.

Not sure what happens during annexation though.
