One major starting tactic I see in tutorials when you're a count is revoke the city and bishopric under you for better money and full levy. Even the Wiki says this is how it goes.

I don't know if this was patched or my game is bugging out. I did exactly this, but for some reason, the garrison and levy won't replenish. Garrisons stuck at 6/140 and 4/135, and each month, the amount it says comes back monthly (+21 and +17) shows up and immediately disappears the next day. As such, I have ZERO levy for the wrong holding types. Is this working as intended or do I need to move this? Only mods are font and borders, nothing that changes the checksum. I currently have all DLC turned off.

So can anyone tell me what's happening?

I know there is a 75% penalty, but my total already accounts for that, but it simply won't replenish. There is ZERO levy, not -75%, though the tooltip says otherwise. All the new troops walk out the second day of each month. And I have good Martial.

Seems that the game has changed so much in a few months that Arumba's tutorial series is completely irrelevant now.

I was referencing a strategy called North Korea Mode (and the movie Team America: World Police). If you play in North Korea Mode, your starting moves are to revoke all vassals' titles. Paradox has been nerfing it for years now.

They should have just coded it for enemy counts with certain traits to do the same thing. I know it was originally broken, but they should have stuck at the -75% penalty. It's only usable at the game's start really and only when you're a count (higher ranks will just have multiple counties as their demense, no reason to have wrong holdings). Demense limit stops it from being abusable at the -75% in my opinion.

*sigh* Ah well. This game just got way harder to learn. I watched Arumba's entire series and just found out most of it doesn't matter anymore. >.<

Arumba knows his stuff, but the first thing that you should keep in mind is that while the fundamentals remain the same, several key mechanics will change from patch to patch.
