I personally never found a use for any of these buildings in my games. I played full Englands game and two games up to 1600s in 1.12 patch.

Courthouse (lvl 8), 200 gold, - 3 revolt risk
Townhall (lvl22), 400 gold, -5 revolt risk.

ps. Courthouse replaces Townhall, so max is -5 revolt risk.


In theory, -revolt risk is powerful, but on level 8 i either don't have money or slots to build these buildings around. Its easier to build some mercenaries and kill rebels for that gold investments. Or i can build some temples, marketplaces or shipyards and docks..

Lvl 22 townhall is so late that i have 30+ stacks around and it doesn't look logical to place it anywhere since by that time my empire gets kind of large. I rather build manufactories for example.

So, are they are totally useless or i am missing something?

Too costly. It's too much of an investment for something I have better return on by simply increasing local autonomy.

Frankly, it should provide some other bonus and have its cost halved.

Pretty much a useless pair of buildings. You are going to build literally everything else including a manufactory before you build a courthouse or townhall.

Nah... the developed core of my lands seldom has enough unrest to warrant that anyway (Humanist ideas go go!) and the less valuable conquered lands usually lack the spare building slots.

If I have the income, I use them in provinces that have very high revolt risk even after increasing autonomy (ie: conquering heathen lands). Since it isn't always feasible to station armies in lands you conquer, especially if they are overseas. I wouldn't say they are essential, but they are useful in their utility.

I used them for a couple of provinces I took in the HRE that had wrong religion and unlawful province modifiers.

Otherwise even by raising autonomy I had +7% chance in both Swiss provinces and was having to harsh treat to often.

Courthouse lowered the province unrest to more manageable levels.

The design is a bit lacking. Even when worth it, those buildings help most when you have separatism... i.e. you are helping potential conquerers more than you help yourself if you build them.

I've used them temporarily in wrong religion provinces that can't be converted due to zeal, but that's a rare use case.

completely worthless building.
most buildings are highly situational to the point of near worthlessness now, but the courthouse takes the cake
if you do get unrest, just kill the rebel scum for -20 unrest

If they cost 1/10 of what they do and was completed in 6 months, I MIGHT occasionally place them in newly conquered territory.

As it stands, they are way too expensive for what they do.
Combine this with the opportunity cost of the building slot and I'd honestly rather lower autonomy and force the rebels to pop faster so I can get my -20 instead. -_-
It'll be cheaper in gold, and won't cost you a building slot.

I find most buildings to expensive as they take many years, up to 80-100 in some cases if you got low development provinces, so I rather spend my money on better advisors or a larger army.

No, provinces don't have eternal revoltrisk so it's not worth the investment. You only need it for separatism but it's way to expensive to delete after.

I think they should make them add something more than just -revoltrisk. Maybe -30%/-60% change culture cost and time in the province.

I'd like to see it somehow buffed. Keep revolt risk, plus add local autonomy reduction, that is perhaps logical: 0,05 for Courthouse, 0,1 for Townhall.

This still doesn't solve the fact that these buildings in core land are mostly useless, but there is a chance that -revolt risk come in handy - in cases of high overextension or war exhaustion.

Accidently built one thinking it was pre-requisite to the University (Just got CS, didn't look properly), later found out it wasn't, removed it, and never looked back.

Like others have said, too expensive, not enough incentive to build. Even if I built it in land I just took (assuming I could afford to) it becomes useless when the province is fully integrated with no separatists, religion converted ect. 200 can pay for two better buildings, or even the lower revolt risk guy for his entire life, which is a bigger benefit to the country. Town hall is just laughable IMO.

In all, good idea, not so well implemented.

Perhaps I'll play a game sometime, and use them "properly" i.e. not increase autonomy in newly conquered lands, instead building courthouses à la Civ 5. As it is, it just ins't very efficient way to play
