I think we may need more mister slots, and maybe a small boost to PP production, as there is now so much more demand for PP use that the old system is just not generating it fast enough. As every nation gets an "Illusive Gentleman" I don't see why we can't have an extra minister slot to account for that. I doubt the AI was programmed to just ignore that perk [not after all the work they put into this DLC], so its not like an extra slot to accommodate the extra minister is too much of an advantage for players vs the AI.
The decision system added a much greater call for PP so all nations with significant decisions to make [as opposed to generic ones] should have a small boost to their PP production. For example, keeping Roosevelt should give a small boost to PP production for retaining the sitting President; switching to the opposition gets you a dump of PP, so it should still be balanced. Increasing the PP production [without reaching for the relevant minister that does that] would also make switching advisors more painless [really, the tech adivsors should be cheaper so they could be switched out more frequently].
