I think we may need more mister slots, and maybe a small boost to PP production, as there is now so much more demand for PP use that the old system is just not generating it fast enough. As every nation gets an "Illusive Gentleman" I don't see why we can't have an extra minister slot to account for that. I doubt the AI was programmed to just ignore that perk [not after all the work they put into this DLC], so its not like an extra slot to accommodate the extra minister is too much of an advantage for players vs the AI.

The decision system added a much greater call for PP so all nations with significant decisions to make [as opposed to generic ones] should have a small boost to their PP production. For example, keeping Roosevelt should give a small boost to PP production for retaining the sitting President; switching to the opposition gets you a dump of PP, so it should still be balanced. Increasing the PP production [without reaching for the relevant minister that does that] would also make switching advisors more painless [really, the tech adivsors should be cheaper so they could be switched out more frequently].

So... another minister slot, and/or more PP? Thoughts, anyone?

I totally agree with you currently it is a necessity to increase the number of ministries available to hire.
Missed the amount that we had advisers that we had in the previous franchise games as other things the number of historical generals

Until we get more internal politics and they finish up with the majors I think they should keep things the way they are. Hoi4 has limited numbers of portraits they can make between expansions, and adding more portrait slots would probably strain the art team

How would the art team be strained? Adding another slot doesn't require more art. Just another slot, and a slightly wider UI window.

A lot of countries only have something like 4-6 advisors,, and the recently reworked countries only have something like 10-14 (based of Netherlands, US, and UK) and recent trees have some locked behind focuses + ideology. Making another slot available highlights how few advisors a lot of countries actually have, and basically encourages more advisors for each country (something I want, but only after all majors have been reworked and some of the older dlc countries get some more love)

I would love to see both more slots for Ministers, and more choices of minister also.
More Minister Slots and more ministers because every major leader had more than 3 advisors. They use enough generic portraits as it is so don't let portraits stop it - add 1 or 2 more generics and use them 20 times like you do now.

I also agree it can be awfully hard to generate PP as a democracy early on. Say what you like about FDR, he knew exactly what he was doing and generated plenty of PP.

Okay, I see the point about the art, but even so, I don't agree about it being a problem. There's loads of generic images in the game; what's a few more. Reworked nations - majors or minors - tend to get plenty of new art, regardless. If a nation - and here we'd be talking about a minor with the generic focus tree - only have four ministers to toss out, then so be it, they only have four to toss out, but could toss out all four. A country that small being played by a player could probably use that extra edge, anyway, so why deny them a minister, and thus a host of options, just because damn near everything in the intel ops requires a minimum of two agents, and from my brief experience, they get caught/killed/injured/go to ground a lot. With only two agents, a rescue means allowing your network to degrade while you pull off the rescue, because you can't put a network to sleep to go on a mission; putting a network to sleep is a mission, so there has to be someone maintaining the network lest it decay to the point where you fall too far behind. The devs made it almost necessary to have three agents, so they should either let us have a second additional spy spot after ten upgrades or so, thus making the Illusive gentleman only necessary if a player wants four agents on map [without being a faction spymaster] or give us the extra spot so we aren't sacrificing all of our previous methods just to make full use of the new DLC.

I disagree. Right now there are hard choices to be made, and I’d like to see it stay that way.
Add more ministers than you add available slots and you will still have hard choices.
It seems inadequate that I spend more time managing resistance and various occupation settings than I do choosing my ministers and various laws, as the leader of a country.

I also think there need to be some form of hierarchy for alliances. (Like supreme commander) Only majors of a faction can add a political, army, navy and air commander that affects all nations in the alliance.

But each country had a somewhat different arrangement.
depicting this accurately would requirte simulating internal politics in much greater detail than now.
It could only be implemented along a major DLC, while just adding a fourth minister slot could be easily done in 1.10 (or even 1.9.4).

What would be nice is if more ministers were available with plus/minus trait mix instead of simple percent buffs to a couple variables or boost one ideology. Too one dimensional I guess. Hitler & Stalin let their advisors go after each other so none would grow too strong. Roosevelt had 26 different 'ministers' from '33-'45 (ten cabinet + VP ) with only Ickes (Interior) and Perkins (Labor) serving the whole time. I think they could really expand this part of the game.

It would also be great to have some mechanic for ministers to gain traits/experience to improve buffs or gain new buffs, similar to generals/admirals.

For what it’s worth, I’d rather have some abstraction than total control. There’s a fine line where extra realism becomes tedious.

This is because currently all ministers provide a single bonus and cost the same.

If the government gets reworked, Advisors and Cabinet members should become more like commanders and spies. They would need multiple traits and the ability to get new traits. The PP cost should vary depending on these traits. They should get XP based on time employed.

Then there would be more actual choice whom to hire.

A re-work *to government* would be pretty great, especially when playing a minor nation (or Italy) that starts with limited options.

"I’d like to see a way to add new general staff, or improve old ones. Something along the lines of paying PP (or CP) to convert a general into General Staff, and having one of his qualities convert into a staff bonus.

It would also be cool to see similar mechanics for civilian staff, but I’m not sure about implementation."

Without changing too much, I would add another slot for air ministers like some mods do.
It's a bit annoying to switch back and forth from fighter to CAS minister. The added slot would still mean an additional investment of 150 pp, but would decrease micro.

I actually like that I have to choose what I want most. Downside is, it's always light aircraft Designer...
