I really liked OOB for immersion reasons I guess as everyone, but managing the OOB in wars was a chore.

I would have prefered if paradox went the way of improving the OOB to hold on the immersion aspect instead of scrapping it altogether, but I hope the game will not be too casual and fun (the fun part looks good based on streams, the casual part...not sure, not convinced either way yet).

What i have done is just increase range of all HQs hugely...Maybe auto follow function for HQs would solve things?

Increasing range would have at least attenuated the problem for corps/armies HQs.

An auto follow function would have solved the HOI3 problem.

For HOI4, they could have tried off-map subordinate HQs.

Removing the HQ is fine for me, but one more Level of command would be appreciated.

1) Theater (no leader)
2) Army Group (General)
3) Army (General)
4) Division (no leader)

Would have liked this aswell. Maybe it will be implemented in a patch/dlc.

What i have done is just increase range of all HQs hugely, so i don`t have to move them around constantly. That is actually what is annoying about it, not their existence. So off map HQs that could somehow also get involved in combat would be great... But no idea how to do that. Maybe auto follow function for HQs would solve things?
I would like to also point out that increasing range of HQs is bigger boost for AI than it is for player, as player could use HQs correctly, but AI can not. So in case you want to do it in HOI3, you can do it without giving yourself unfair advantage, in fact it is opposite, AI gets boost and can play on fair grounds with HQs with player.
