Do we get manpower from our colonial states?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I think it would make sense for colonial manpower to only be useful for colonial wars. Don't know what the developers are planning though.
