my last game went super weird soviet waited to 41 to attack and didnt have officer purged debuff
do u need to be the finnish tag to win vs soviet or can i go fascist and form nordic union first?

You can form Nordic, just start as Finland, and not be in a faction at the point of capitulation.

I'm pretty sure the only tag that matters for achievements is the national tag; things like the Nordic Union are cosmetic tags. Same goes for government change.
Just to explain, if you have the debug tool on, the tag of a nation doesn't change when a cosmetic tag like the Nordic Union, Byzantium, or the Franco-British Union is applied.
