Do the resort worlds decision only work on recently settled worlds?

Is one of the requirements to do the "resort world" (and penal/thrall world for that matter) requirement that the world has the "recently settled" modifier?

I was trying to make a resort on a size 19 tomb world, but it never showed up (also tried deleting all the districts/buildings I had on it, but that didn't seem to make it show up).

Was your capital building upgraded? I had a similar issue and the only way to solve it was to resettle and recolonize. I guess the problem was the upgraded capital.

I don't believe you can build something and then demolish it later. That didn't work for me when I wanted to create a resort world, had to colonize a new planet.

I'd be surprised if Tomb Worlds are allowed for the decision, no idea if that affects it.

Indirectly, yes. It checks to make sure you haven't upgraded your capital yet, and upgrading your capital is tied to removing the new colony modifier, isn't it?

Other than the ones I already listed, no.

Oddly enough, the planetary administration building says it can convert to the resort capital building. I haven't tried to set up any of the special worlds though.
