Do tech costs increase over time?

Obviously later techs, the ones that rely on previous techs as prerequisites will be more expensive than their prerequisites. As one researches all the easy early techs, the later techs will certainly be more expensive. What is not clear to me however is if those early prerequisite techs will themselves get more expensive over time if they do not get researched early.

For example, Powered Exoskeletons might be available to a player on turn one for 150 engineering research points, like in the developer diary. However Offworld Construction is clearly the better choice to start with. Now almost certainly, the Powered Exoskeletons will be put back into the 'deck' and will likely appear again at some point. The question is, will it still be 150 research points or will it be more expensive because it is later in the game?

If I recall correctly the cost of a given research project scales with the size of your empire (I assume total population).
So later in the game the same tech will be more costly, though relatively speaking you may well research it quicker.
