They use supply, altough they use less of them (compared to moving). And they don´t use any fuel at all while they´re stationary :)

A unit uses the same amount of supply regardless, where it is, or what it is doing. Fuel is only used while moving or attacking.

What is the movement cost then? :unsure:

Now that I'm thinking about it: Every brigade has its own terrain speed modifiers (+/- XX%). How are these and the terrain movement costs factored together to calculate the actual movement speed modificator?
Well, first of all, each terrain type has it's own base modifiers for attack/defense/movement. These are the same for each unit. Then there are different types of units which are better or worse in specific terrains - eg while MTN (with techs) doesn't suffer any additional penalties in Mountain terrain, some SHARM suffer more.
BASE + DIVAVG = ACTUAL
DIVAVG is the average of the values in the division in question, while BASE is the base terrain value (as defined in map/terrain.txt), and ACTUAL the used value for that division.

Hm. I just field tested this with a quick game as Austria: I sent a mountaineer (with basic +10% mountain movement) and a pure INF (unmodified mountain movement) unit into the mountains and waited till summer to get rid of all weather modifiers.

MNT travels at 4.33 kph in the plains, and with 4.33kph*1.1 = 4.76 kph in the mountains. INF travels with 4.00 kph in both environments. So terrain movement cost apparently doesn't change speed - in TFH 4.02 the mountain movement_cost is 2.00, and plains movement_cost is 1.0. I even checked the supply consumption, it's the same for both terrains, and both unit types.

So what does movement_cost do? Will it modify fuel consumption?

I could imagine, that movement_cost modifies the speed directly in LAND_SPEED_MODIFIER - I'll go testing asap.
I tested. It's definitely solved via LAND_SPEED_MODIFIER. However, I'm not totally aware of the exact formulas behind that. Fact is, that a higher movement_cost value, will result in more time needed till arrival.

Makes sense if you think about valleys and ridges, but it is still odd that this seems to be the only occasion the game won't use the shortest path for calculations.

Changing these values forces a path recalculation, so I assume it's already included.
