I'm about to get a new laptop and wondering if I can just move the saved game over without starting over.

The steam account will be the same, but the OS is changing from windows 7 to 10. Thanks

As long as you have the steam save games enabled (they're on by default - look in the properties if you're not sure) you should be able to play your game across multiple computers. Everything is sync'd automatically every time you shut down the game.
