Do resource quantities make decisions and edicts trivial?

First run through 2.2.4. I love the design changes and enjoy the planet management... up to a point.

I'm not the best player but I seem to have far more of all the basic resources than I know what to do with. That means I can use the market for advanced resources and it kind of doesn't matter what resource buildings I choose.

As an example, distribution of luxury goods per planet costs me at max 400. That's trivial, I have 4k stockpiled. I have every single decision and edict (apart from influence ones) active at all times.

When I meet a new race who don't like me I just transfer 2k consumer goods to them and they sign a commercial pact.

Is anyone else finding this? Does it even out later in the game? Does 2.2.5 make things cost more?

In general yes. If you want to be riding the balance (except for minerals) play a hive mind, though these don't really have planetary decisions and it's more a "can I afford nutritional abundance" and "do I still need extraction focus" question.
