Do policies/ideas that affect income from vassals affect colonies?

Do policies/ideas that affect income from vassals affect colonies?
I'm specifically referring to the Admin/Offens policy (+50%) and the Influence idea 1 (+25%)

I'm trying to figure out how to increase income as a Japanese empire and trade is not looking to be a great source mainly due to Japan being a starting trade node, not an end trade node. That leaves taxes, production, and vassal income.

Though now that I'm looking at it, it might just be tariffs are the only way the overlord recoups moneys from colonial nations.

Nippon is not a starting node though, you can steer from Mexico and Girin to it.
