Pirates you form, function the same as any onther pirates. The manual also says they may turn on you. 'Ain't' no maybe about it.

They do have their uses .... I was getting tired of Spain landing troops trying to re-take Rio Grande etc under the ToT after I'd fought a long war to get them. Parking a few buccaneers just outside the harbour worked perfectly until I could grow the city and put up some nice walls ... they even turned around a fleet of 16 Spanish ships for me :D

Like Owl, I too produce plenty of them while playing American Indians.

Nice shield against the Spanish, even if every pirate ship seems to be costing me 1 BB point (?).

And I never read the manual anyway (my Russian version did not have it :) in the first place)

Privateers really do need improvement, but I think only Europeans should be able to 'commission' privateers. I'm quite sure letters of marque are a purely European phenomenon. (the Ottomans don't count as non-european, as their capitol is in europe)

Personally I think you should have a monthly income increase from 'loot' from Pirates :) you know where it says (-1 pirates)? that 1 ducat goes to you as trade income :D

For this though pirates would need 'nationality' :)

PROPOSAL:

Rebels need improvement too :) there should be 'religious fanatics' who won't attack co-religionists (ie if you're orthadox and your invading a country that just had an orthodox revolt, you can join the seige and take it over without a fight, and they count as troops on your side! :))

Then there are Revolutionaries, who will fight everyone
Then there are Partisans, who have nationality (whomever the nationalism +3 is from) and won't fight their countrymen, and will actually assist them. Partisans are ONLY bad for you and your allies, they'll actually assist anyone else.
And finally, Heretics! :)
The good part is, 'rival' rebels will actually attack each other ;)

nice, esp the part about pirates - but OTOH who would spend 1BB for some single ducats? for the rebels i fear that would screw up the AI who has already problems managing sieges and troop movement. but great ideas for EU3!

1/2 ducat, should be your "cut".

And if you sink them all you'd get a CB against the
nationality, instead of maps like regular fleets.
(ie you have been caught)

Privateers were sometimes a good investment. Pirates much less so.

I think the strength of pirates is more to signify the difficulty of eradicating piracy than the specific pirate unit.

I don't remember where exactly, but somewhere I read that it was very difficult to eradicate piracy until you reach naval tech 25 soemthing. And after that pirates lose all the time. Like Shai said it has to dowith eradicating Piracy
