Sorry if it's common knowledge, but I don't seem to be able to figure out whether your vassals get the "levies raised" negative opinion of you for just having their fleets called up. Anyone?
Do navies count as levies?

Yes. I made the mistake of having my 200 boats raised all the time for convenience (I hadn't discovered the shift-click and drag for boats at the time) and after a while I wondered why all my vassals hated me.

When you raise boats, you can click on one, hold down the shift key, and then drag a box over the other boats. It'll select them rather than the troops.
