So, got this inwards perfection neighbour, i am at +120 opininon, trust about 70 I think, we got a research agreement, a commercial pact and a Non Aggression pact, he is at Cordial. Before I sink more ressources in this, do they open borders at all? Like with friendly attitude. Or do they stay closed forever?

Isolationists never open borders, even when they like you.

Not true. If they like you enough, they will. Just give a huge gift of energy, minerals, consumer goods of something. Also, enact the Diplomatic Grants edict if it's available. Make sure your own borders are open to them.

I think isolationists might open borders during a crisis but I could be wrong.
War opens all borders though. ;)

Yes, when the mid-game crisis happens, war in heaven, and/or the end game crisis happens pretty much everyone will open borders.

What level do you get this at? I've had them at circa 150 positive opinion before with my own borders open and they stubbornly refuse to join the party. I remember the frustrations this used to cause with that species collection mission, they spawn in the isolationists borders...i'm going to war to find my ice rolling whatever-they're-calleds!

Any combination of pacifism and xenohpobia (except authoritarianism and slaver guilds civic) gives a base weight of 12 to the Xenophobic Isolationist AI personality, inwards perfection grants a whooping +1000 to that.
Xenophobic Isolationists have the Isolationist characteristic - "Isolationist - Always keeps borders closed and does not accept refugees"


You could try and change their ethics through succsessful diplomacy.
Defensive pacts and commercial pacts increase xenophilie ethics attraction, if they embrace xenohpilia, it would disable their inward perfection and change their ai personality to either Migrating Flock, Decadent Hierarchy or Harmonious Collective (all depending on other ethics, civics and species traits) which are easier to get open borders to.
