Ok, I see that the HQs can be used in battle by adding units but don't you think that is gamey since they aren't meant to fight and AI doesn't do it. The faster levelling also is a huge advantage.

Perhaps the developers should do it so that you can only add support brigades to HQ's which themselves can be added quickly to a unit on front line when required. For example, if you have HQ-Art, you can attach that Art to any division under that Korps that requires it.

There are doctrines to increase the fighting abilities of HQs, so it's not as if it's "unintended". A few HQs come with attached brigades (usually support brigades which still don't allow the HQ to fight). The only "gamey" aspect I see is about rapid experience gain.

In the original unpatched game, attaching brigades to the HQ added to the radio range, which apparently was unintended, and was removed. The ability to attach the brigades was left in.

Given time and spare IC I will generally add a MOT or two to my corps-level HQs and add maybe something like INF/2xAA for Army and above. The reason I use MOT for Corps is that especially as techs rise an INF would actually slow an HQ down, and Corps HQs, having the least range, are the ones most needed to stay continuously mobile (ideally) to stay in radio contact. Army and above HQs should, ideally, never come under attack by anything other than planes, so the AA is there just to provide SOME sort of damage, and since being able to move at top speed is a lot less relevant to them, INF is fine. I'll flip out the AA with some MP in occupied areas that are away from the action.
