Are you sure they are your export routes? Export routes are actually not yours, they are the importer's routes, with its own convoys. Some enemy is, yes. You can't determine where the raiding happens exactly or which enemy is doing it. The route efficiency is the same along the entire path of the route, so the convoy raiding may have happened in the Mediteranean or anywhere else along the path.Also, does that mean Japan's actually raiding in the SE Asian sea?

That is indeed the case. It's also because they lack convoys. I guess the game is just designed to show you export route efficiency then.If you hover the steel export count in your trade tab you should see Guangxi Clique in red with reduced export (like 6/8).
